Greenhouse Gas Management:
Jacobs Consultancy has been involved with control of greenhouse gas (GHG)
emissions for a number of years. Areas of expertise include:

Environmental Impact Assessments:
We have been involved in the preparation of environmental impact reports for
our clients since the National Environment Policy Act of 1969 first required
their use. The most recent assessments involve projects in developing countries
that require World Bank financing, and are thus in accordance with the World Bank
and IFC requirements and with local requirements. Our approach emphasizes a sound
evaluation of environmental impacts and, if necessary, measures the costs caused
by possible delay versus changes in construction schedules, modifications to the
process design or plant layout, or even the selection of an alternate site.
Regulatory Reviews:
Jacobs Consultancy helps clients comply with new regulations. Our personnel
research new and emerging regulations and acquire the expertise to apply there
requirements. We define the economic options for complying with the regulation.
This allows us to review the compliance status of the client’s facilities, and if
necessary define economical approaches to achieving compliance.
Environmental Process Design:
The majority of Jacobs Consultancy’s Environmental Services Group are Process
Engineers and Chemical Engineers. We work closely with the Jacobs Process
Engineering Departments. Our environmental project teams evaluate alternate
technologies for industrial operation with a combination of technical skills
oriented to the refining, chemical, synthetic fuels and resource industries and
a strong business and economic orientation. Emphasis is placed on the ability
of competing technologies to economically meet existing and upcoming
environmental regulations. We have years of experience in the conceptual and
detailed design of air emission control systems, wastewater treatment
facilities, and solid and hazardous waste treatment, storage, and disposal
facilities. We work with our process design group in pollution prevention
and waste minimization, by incorporating process designs for source reduction
and recycling.
Environmental Due-Diligence:
In virtually all merger/acquisition studies completed by Jacobs Consultancy,
the purchaser must be aware of the status of current permits for the facility,
identification of any environmental problems, and analysis of the potential
impact of new environmental regulations. The Jacobs Consultancy staff conducts
interviews with environmental personnel at the facility being reviewed; review
records for the facility's operations at the appropriate state environmental
agencies; estimate the cost of upgrades, if required; and provide a detailed
assessment of the overall environmental situation at the facility.
Permitting:
Jacobs Consultancy is the preferred permitting contractor for a number of
Chemical Plant, Refining, and Marketing facilities. We combine our knowledge
of the regulations and the permitting requirements, with our process
engineering expertise. The result is a permit application that is not only
thorough and in compliance with the requirements, but also represents economical
design. Each permit application starts with an estimate of emissions followed
by a “Permit Plan”. In the permit plan we compare the emissions estimates with
the required date to start construction, and with the requirements for Prevention
of Significance Deterioration (PSD) Review, Nonattainment Review, Best Available
Control Technology (BACT), Maximum Achievable Control Technology (MACT), and
local state guidance. If needed to meet the construction date, we evaluate
options to economically reduce emissions, complying with the regulatory
requirements and reducing the time needed to receive the permit. We are also
experienced in air dispersion modeling as needed for the permitting effort, both
in screening and refined modeling.
